GF Frontline Surge cooldown bugged

I just picked up Frontline Surge, I noticed that on a few occasions the cooldown was 2 minutes instead of ~20 seconds. I think it was both times fighting some imps in Helms Deep. I got knocked down by them while I was using Frontline Surge.

    i think the skill is glitched or buged i tried to use it today and it let me use it the second time without no cooldown
