Scoundrel viable in PvP/PvE

Just hit lvl 41. I've been running with the Scoundrel Feats. I was wondering if anyone has tested the Scoundrel build and found success or failure with it.
I personally have found both success and failure with Scoundrel. There are at times, in PvP, where I punch out a lot of damage very quickly, crit'ing for approx. 5-6k with Lashing Blade. Then there are times where I only crit for 1k w/ CA. Additionally, I have noticed most builds out there are Executioner, which I have no problem switching too but I'd
rather not use a cookie cutter build. Unless it is the absoulute best for the situation (PvP or PvE).
So, basically my questions is, is Scoundrel a viable PvP/PvE option? And what is possibly the best option, Feat wise, that can used for both PvP and PvE?
Because switching feats everytime I want to PvP is going to get old and expensive really quick. Thank you for your input.
