After smacking around training dummies for a bit, it seems that unstoppable doesn't affect the rate at which Reaping Strike charges. It increases the speed at which the cast bar moves but you gain charges at the exact same rate you do normally.
Which makes an already lackluster at-will much weaker that its counterparts.

Unstoppable does speed up the charge time of reaping strike, I've used it enough to see that. But the main function of reaping strike seems to be charging up determination by taking damage during the charging then using another better damage at-will during unstoppable.

And all moves that build determination do not build determination when you are using unstoppable it becomes a mute point.
But yes unstoppable will reduce the charge time of Reaping strike, However I have used it enough to notice this little glitch. if you activate Reaping Strike immediately after hitting unstoppable the buff does not kick in right away and you use the original slow charage time, basically wasting your entire unstoppable if you charge it to full.
One of the many many reasons to go Wicked Strike or Master strike for aoe damage instead.
