Has the Cat been changed?

I just bought the Cat today. I was under the impression that it started out with 235 in the Critical Strike and Recovery stats. My Cat has 0. Does it need to be leveled first? What am I missing?

    He only gives you a small amount of crit/power (I think it WAS 235 @ max rank, though). Gear that kitty out :P

    k..so it starts out at 0. No big deal just making sure it wasn't a bug. Lots of those going around.
