Mob stuck prevents quest advance

Many occasions, mobs are preventing me from advancing in both normal quests and player made quests. The work around on one quest was to log out and log back in... since there was no exit to take it was all I had to work with.
Then once I logged back in, I was able to reenter the quest area and pickup where I left off... this is not always the case, such as the player made foundry quest, 'I am Slayer'.
If you log out during I am slayer, after talking with the npc in the small room at the beginning, you get bugged and must restart the quest... at least thats what I had to do... sigh.
