PVP t1-2-3

So as much i can tell for now is that the gear u get from pvp is t1, where do you get t2 and t3, i just got a blue lvl 60 cw hat as reward. And it has better stats than pvp green helmet, i mean like are t2 blue armor which u get from epics and pvp rewards, what about t3, can someone explain me this, i am lost
