i use nearly the same build in pvp and often get the first place, so i think this will do well in both PVE and PVP.
This build really is useful in PvP when done properly, I agree. It also has room for error, in that if you don't feel comfortable weaving in the secondary skills during the rotation during a PvP encounter, you don't have to without losing much in the way of damage output.
