issue with TR pvp

i am trying find decent spec for TR
cuz Flurry is so bad speicaly with 170-250 ping.. when you try target people who got lower ping then you (usa players) and the animaion with the ping+delay is really hard
is there any strong build for TR for pure pvp?
cuz it seems in order to control ur enemy with encounters u need then remove some of ur good dmg deal skills
i talk about if u take smoke bomb, and hard to catch it already 2 encounters that go for Control and immunite
so it leaves u with Deaf strike only. so u can close gap now when it takes me to my Will's there is not much of them that actully do decent dmg in pvp.. Only flurry is good dmg cuz of bleed stack also;/
but if i give up on all my stuns and breakstuns i will die so fast. ;/
