rezoned

After hitting level 30 I have taken 3 points in toughness, I have 17 heroic points left to spend but have noticed only
action advantage and weapon mastery could have points spent into them, all others are greyed out,
The question is do I have to spend points in the above 2 or is it a level thing before they are not greyed out.
