Adventurer's XP booster - can't email to other characters on same account

The Adventurer's XP Booster item is flagged as "account bound" but thus far I have not found a way to actually send this to another character on your account. The email system will not let you send it to yourself.

Is this intended?

Any Founders have experience with this? It came with the initial pack.
