Does Crit and Recovery speed scale with level?

Im level 13 and I already have 23% chance to crit on my CW through ability score, feats, and a couple crappy crit items. Whats stopping me from having over 100% crit chance at 60? What about recovery speed? right now if I equip an item with 12 recovery speed, the cooldown on my 13 sec cooldown move is reduced by about .1 seconds. What happens when I'm level 60 and a single piece of gear has 252 recovery speed? Does anyone know the formula for how these stats work or at least have a rough idea of how easy it is to maintain your crit chance as you level?

    You'll need more to maintain the same effect as you level, as expected. I maintained 25-30% crit from 40-60 and I was constantly adding more crit rating to my gear as it upgraded.

    I am stacked almost exclusively for crit (4134, as a cleric), and I'm at ~47% crit in a good group, with all t1/2 epic gear. Highly doubt you'll be able to get to 100%

    The reason games switched to ratings was to avoid it stacking to 100. Don't worry, you won't get anywhere near that.

    Good to hear. What about recovery speed? Same deal?
