GWF - Armor Spezialization feat - how does it work?

How does this feat work? what means "increases effectiveness" of armor/defense - does it mean
a) i get a bonus of x% on the armor class / defense based on what i have and therefore it also applies to the feat steely defense
or
b) it does not add but instead simply (when doing rolls) looks at my stats as if they were xy % higher - therefore no bonus from steely defense?
