Can't turn on DX11

Hello.
For some reason, when I go to Options -> Video -> Troubleshooting the video card drop down isn't there.
Some guy told me that only Nvidia users can use DX11 in Neverwinter. Is this true?
I was also told that turning on DX11 should fix my FPS problem. Currently the game keeps freezing, even though I get like 40-60 FPS (depending on the zone).
