Quest question

I am currently lvl 13. There are no more quests in my journal, and I cannot locate any quests. I can only travel to Protectors enclave, Blacklake and tower district. but I cannot locate any quests.
Any help would be appreciated. Also game mentioned something about getting companions after completeling tower district, but I don't see any option for that so I must be missing something.

    Do you have to get to certain levels to unlock more quests?

    Odd, I had continuous quests so far and I'm lvl 21. Have you spoken to everyone? You should be getting alot of quests from sargent knox in the enclave. Have you done the orc skirmish? you might even have access to the dungeon run.

    I have done the orc skirmish, knox does not have anything else for me. not sure what else to do.
