Okay, I read a bunch of forums previously with people having similar/worse setups than I do and are getting constant 60 fps. You tell me if I should be getting 60 fps (IMO I definitely should!)
AMD Phenom II x4 965 Black Edition 3.4GHz
8GB RAM
Nvidia GeForce 660 Ti
All the latest drivers and etc.
What should I do to get the constant 60 fps that I want? Yes, I lowered shadows and such...

Beats me man, I'm above the recommended spec and still get bottlenecked, why is this game not sending instructions to my GPU but to my CPU, 56% cpu usesage, 50% ram useage, 8% GPU useage, explain this cryptic, PLEASE!

Now that makes me AMUSED on the fact i can realize to play NWO with my computer... Intel Core2 Quad 2.4Ghz, 4GB Ram, Radeon HD5450. And i play it fine at like 50/55 fps

click on trouble shooting in the video category, then click on your video card and pick direct x11 beta. Relaunch and see if that helps
I have to be honest the best thing I've done to help recent games is to get an SSD for them. More and more assests need to be loaded from the HD and it can be a huge bottleneck.

I get perfect framerates with exception of Tower. I have all my settings maxed with shadows on Medium, and Anti Aliasing on 4x. 1920x1080
Phenom 955 3.2ghz, 4Gb of RAM and an HD7850
The main city runs 20 frames or so, give or take what is in front of me, but elsewhere it's all perfectly fine at 60. May pull in more than that but my monitor's only 60hz
Swapping DX may help, or make it worse. Depends on the card, the drivers, and the game itself. It's not a universal option that can help everyone, Just have to try and see

This is where i have mine-- C:\Users\Public\Games\Cryptic Studios\Neverwinter\Live\Localdata if you installed in a different location, go there. In the Live\localdata folder, there is a gamprefs file. do not use the localdata in the cryptic studios folder.

So the GTX 460 from nVidia supports DX11, I have DX11 installed, and yet there is no option to choose DX11 for my card in troubleshooting, strange.

I'll try it when the servers come up but I doubt that will work, it's probably going to lower my framerate even more lol
actually, no. dx11 will increase the speed. Also, have you checked your internet connection? That might be a factor as well.
(and there are some other options in troubleshooting to check)

Well I'll give it a try then, and it def is not my internet connection, I was checking my ping with the /netgraph 1 script so that's all good

Where do I go to copy and paste those settings in? Also, do you think running the game in Windowed Maximized would help performance any chance?
