ANy one else lagging and rubber banding constantly?

I am laging and rubber banding sooo much that its nearly unplayable.. no other MMOs I am playing are having this issue.. secret world.. tara.. GW2.. Its not my connection.. any one else seeing this issue?

    I haven't had any lag or rubberbanding at all in like 2 days.
