Control Wizard Paragon Feats NOT Working!

Elemental Empowerment and Snap Freeze under the Thaumaturge Paragon Tree for Control Wizard are not working. Snap Freeze is supposed to make your Cold Powers do up to 20% more damage if the target has no Chill on him. Elemental Empowerment is supposed to do up to 30% DoT based off your weapons damage for Cold Powers.

Neither are working! I've tested it on the Training Dummies and Monsters. PLEASE FIX THIS! Thanks.
