I can't send PM's until level 15... but I am level 15?

The title says it all really. I have not been able to send PM's until I either reached level 15, purchased a founders account or bought Zen into the game. Well, I am level 15 and still cannot send PM's. Is this a known issue or is someone able to advise on this?
