Snap Freeze not working?

So I've been testing it out on the Training Dummies and Snap Freeze does not appear to be increasing the damage of my Cold Powers. I tested Chill Strike and Conduit of Ice separately and neither gain any bonus damage from this Paragon Feat. It says we're supposed to get a 4/8/12/16/20% bonus damage of Cold Powers versus targets with no Chill on them. Unfortunately, I have not.

Can I please get clarification on this? Thanks.

    Anyone got a response on this?
    Am trying to figure out if Snap Freeze is better than Tempest magic(in PVE) considering I only use Chill Strike in the tab slot and no other frost spells(the odd RoF). So Chill Strike should be a good AoE, and 20% on that is great(over an average bonus of 3% to all spells from Tempest Magic).
    But if Snap Freeze doesn't work...well the questions is mute.
