Hey what's up. I'm currently a level 42 CW. My rotation would be: Conduit of Ice on a bigger mob: teleport in and throw down Icy Terrain: force choke (or whatever that ability is lol): then spam Chill Strike (slotted in the mastery slot). Pretty much top the DPS charts 90% of the time.
Without a lot of time to play yet since launch I haven't made it very far yet to try all this out and see how some things have changed but this is the setup I ran during beta weekends and plan on trying out again on live.
Race: Tiefling - for bonus Int and Increased damage against lower hp targets (paired with feat for even more increased damage against low hp targets).
Powers:
At-Will - Magic Missile / Storm Pillar
Encounters - Steal Time / Ray of Enfeeblement / Entangling Grasp (switch with chill strike as needed).
Tab ability - Sudden Storm (Extra aoe damage over time).
Dailies - Singularity AoE + Ice Knife Single Target DPS
Passives - Storm Spell + Eye of the Storm (or Orb of Imposition if desired)
Note: I'd often switch Ray of Enfeeblement and Sudden Storm around so RoE was on TAB Slot for Boss Fights granting even more single target dps.
Gear: Focus on crit.
Feats:
All together some great synergy with a setup like this. Lots of AoE which does increased damage since every hit can proc Storm Spell (which procs a lot) and generates a lot of AP. Not only do you get AP from every hit that crits but also even more AP generation from all the aoe hits against targets effected by your aoe control effects like steal time (not sure if singularity coutns as control effect?). Running a setup like this during last beta weekend at lvl50 I found myself able to drop singularity on virtually every pull in dungeons (sometimes even twice in same pull lol) as well as being able to use either daily quite frequently on single target boss fights and such as well.

I like what you're using. Did you use a website to plan your CW build?
They nerfed that build, that feat can only proc what every 10 seconds now, and steal time no longer steals ap.
One thing I've noticed about Steal Time that's not indicated in the tooltip (and I don't think I have a feat that does it) - it grants max arcane mastery stacks when used. Since I discovered that I start every fight with it, since it nicely lines things up for sudden storm anyway.
Theres a basic Power/Feat Calculator up here for now you can use. No link feature for your completed build yet so just have to screenshot it but I'm sure we'll get a good fully functional calculator before to long hehe.
