Where/how do you place the Campfires?

Hey all--

I can see that the healing/rest point campfires are appearing in other folks' content, but as I build my first content, I can't for the life of me find it. Is it something that unlocks later? Am I just blind? Have I lost my mind?

Okay, that last one is self-evident.

    Under the specials tab, it's a respawn point.
