Note: Azure Enchantments placed in utility slots will not stack with the same Rank Enchantments. To obtain as much +Exp as possible, you will have to use multiple Rank Azure Enchantments. Azure Enchantments placed in other slots will always stack.

AFAIK it affects all utility slot enchants. it also affects eldritch runestones giving bonus to player in the same way (same rank doesn't stack, different rank does).
I was told in a private message from panderus that they have the enchant stacking bug fixed "internally" and that it should be in a patch soon, for whatever that's worth.
