I know you need an average play time of 15 minutes, but how many plays do you need?
Currently mine - NW-DUPGY7BWX ( Prologue ) has 19 plays, my guild mate posted theirs a decent amount of time after mine, and has well over 100 plays now because they qualified for the daily rather quickly.
(Or my quests suck lol and no one wants to play them?)
I think it needs 25 plays, if I recall correctly. This may or may not change.

I saw one with 15 reviews going green in beta. Don’t know if they have increased the count of reviews. But yes you need some players to review it before it turns to green.

I'm not sure this is correct as I could swear RoBoBo once said it requires five star ratings (not play count) - and not "five-star" ratings, but 5 "star ratings" (regardless of the actual number of stars per rating).
Part of this is also if you play your own quest on live server, it counts as a play - but you can't rate your own quests (which is a good thing, obviously). So I'm pretty sure it's based on number of ratings, not plays - and minimum average playtime.
