Guardian Fighter - Increase Attributes Strategy ?

Hello!

I started with my Guardian Fighter with Con highest, Str second highest and Dex only 12.

Now should I at level 10,20,30,... continue to concentrate on raising Str+Con always, or should I raise Dex "some way" to not completely ignore it.

Anybody got some opinions on this?

Also, anybody knows if the attribute raises at level 10,20,30,... are included in a respec?
