PvP Question

I had a rather strange experience in PvP today. Thought I'd ask. I'm having a lot of players just walk away from me in the middle of my basic combos since when I'm attacking my character's movement forward is not as fast as their regular movement. Most of them don't even have to expend a dodge to do it. I tested this out using the slow mechanic I have as well and they were still faster than my combo's movement. Is this a balance issue? I thought I would confirm whether or not I'm missing some big tactical thing from those who have been also in PvP at this point.
