Quest item I can't identify use for.

I am currently in the Blacklake District and have an item called an ashmadi mark for a quest An Active Investigation. I don't have this quest, nor have I done this quest. SIcne the game is new, I'm unsure if I just don't know what to do or if it's a bugged item that doesn't go to anything. ANyone more experienced then I know waht it is
