Scrying Stones: Level with me, now...

So, there are achievements for finding all the scrying stones in an area. I found all three in Protector's Enclave (a fairly easy task) and all three in Blacklake (more difficult, but it didn't take too long). For the life of me, however, I cannot find the third stone in the Tower District.

Tell me the truth now. Did you guys really put a third scrying stone in this zone? And, if so, who's the demented guy who placed it?

I don't want to put which ones I've found here, as someone out there might want to find them him/herself and wouldn't want to see locations just printed here. But, I've found two out of three. I think I know what area the third should be in, but I've been all over the place, and I can't see one. Hints are welcome.

You know, I'd passed by that thing I don't know how many times. And, for some reason, I never looked behind it or heard the sound that these things give off. Thanks for the hint. Achievements complete.
