Renegaed drow Farie Fire passive?

Hello,
I was wondering why farie fire isn't an activated ability. Haveing it as passive takes the fun out of marking targets. I also haven't seen an effect, like outlined in purple fire, on any of the mobs. I'm not sure if that was intended or broken.

Yes it is passive... like the half orc's +5% critical.

It procs often enough too. No complains.

In streams i did not see a visual effect, but mobs had the debuff applied
not sure if a visual effect is even intentional (missing) or not (working as intended)

Needs a visual effect. Not upset about the proc.

Was wondering what the effect actually does. haven't found anythign on it.
