Founders Vendors Tabs

I havnt claimed any items yet, but noticed there are 3 tabs:
Claim
Reclaim
Promo

can all of my characters claim everything in the "reclaim"? is it possible to "reclaim" items as many times as we want so long as there are no duplicates?

Id assume the "Claim" tab is a one time only thing based on the number shown available, and items in the "promo" tab are only available if i was eligible for the promotion?

just want to make sure because I dont want to claim a mount or pet on a character and end up not playing it or rerolling it for some odd reason like I do.

    the blue enchant seems to be limitless

    I tested ine item in reclaim and it was limitless. Appears you can keep claiming items in reclaim across the account on all toons

    Where is the Founder's vendor located?
