After you have changed the keybinds, click on the "interface" tab. There are "save UI" and "load UI" buttons at the bottom. Why they are not shown when you are in the keybinds tab, I don't know.

There are also slash commands for manipulating keybinds.
/bind_save saves keybinds to ent_keybinds.txt
/bind_save_file saves keybinds to specified filename
example: /bind_save_file mybindings.txt
/bind_load_file loads binds from specified filename
example: /bind_load_file mybindings.txt
Any time you load saved keybinds ALL other custom keybinds are undone. /unbind_all also undoes all keybinds.
By default the txt files are in the Live folder in your Neverwinter installation directory, but you can specify a full path instead. Example: /bind_save_file c:\temp\mybindings.txt
