Shocking Execution is unlock-able at level 50, yet the 2nd feat on the last Paragon tree buffs this power.
It does not make sense to give players access to a feat that they will not be able to take advantage of for about 14 or so levels - as You will reach the 2nd tier in feats at around 36.
