Half-Elves are as Tough as Dwarves?

It confuses me that WotC decided to make Constitution the fixed stat bonus on Half-Elves, or even why it's an optional stat bonus. When I think of Half-Elves I think of charismatic pretty boys/girls, not tougher-than-the-average-human pretty boys/girls.
If they made Charisma the fixed bonus and left Con and Wis as the options it would make the race far more suitable to the classes as well. Cha/Wis for Cleric or Wizard, Cha/Con for Fighters or Rogue. Perhaps they'd be a bit too good then, but their other racial bonuses aren't so spectacular anyways so I wouldn't gripe about it.
