they would not go into the "money" slots, instead were kept in inventory.
my lion seals went to the "money" bag, but these did not. I also could not move them there.
not sure about other seals. these were the only two I picked up.

Have you tried right clicking the item and choosing "Use"?
This is what i have noticed:
The seals you get by drop goes directly to your money bag and the ones you buy from NPC goes to your inventory, but if you right click and "use" them, they get transfered to your money bag.

Aye, I noticed I had like three seals in inventory yet the store was showing I could spend FIVE... then I realized there were some on the currency tab. On a lark, I double-clicked the seals in inventory and sure enough, they popped to the currency window.
Mind you, by level 50 I had about 5 lion seals and 6 manticore seals... which was just about enough to buy a piece of crappy level 26 gear. :P

Also, you could simply double-click them in inventory and they would transfer to your current stack in your money bag. Just make sure you're not open with a merchant, since you can sell them.
