Just posting that title in the blind and foolishly optimistic hope that people will see it and not start new threads on the subject 
There's been a problem with the login servers since the stress test this afternoon, and it appears they're now rebooting those servers (best guess based on what others have posted). This is resulting in messages that the shard is locked.
There's also now a message on the initial login screen: "we are performing maintenance from 15:20 PST until 15:50 PST.
