Bug Is it not at lvl 7 You get to use altars?

When I reach lvl 7 I went to Sgt.Knox to get prayer mission. No mission.
But I was fairly certain that it was at lvl 7 you could pray and get divine, help.
So I went to the Priestess and yes, I got it working and got a mission check.
At lvl 10. I went back to sgt.Knox to cash in the crown quest. And their it was go to priestess quest???
So I did again, but cant finish the quest now... So Im reporting this as a Bug.
