recovery stat helps alot and really I usually can pull off a daily about 2 encounters after I use it, and have pulled it off 3 to 4 times during big boss battles in Dungeons. if you want to use your dailies play like a rogue attack from the back and strike from stealth as often and hard as you can.

The Rogue is probably the easiest class when it comes to filling your action bar for dailies, as maximizing your damage the thing that works to completion is what fills it, I feel sorry for Mages and Fighters who have to either take a beating, by learning to block((fighter)) or using subpar damage spells to repeatedly lock up mobs to fill theres. Basically clerics and rogues got it easiest for action filling, Clerics do damage and healing at the same time and Healing even you self repeatedly is what a cleric wants to do. same with rogues those that play rogues want to kill fast and by doing so they fill theres up.

You can have feats which decrease the speed with which you fill up DP dice.

You can use it pretty regularly if you spec right. I think I was using it every other fight, and speaking of that Whirlwind of Steel hits like a freaking truck then gives you a dsmage buff.
