Why does ice storm come from the ground? Shouldn't it drop from the sky and impale?
Or call it Glacial Strike or some such

ground and covers the area in ice.
Details... I like the animation they made and i feel it respects the idea of Ice storm.

That, and they already used Ice Spike for one of the encounter powers.

My guess is cost cutting, or maybe it was just named wrong... Or changed after named.
