I feel like this may be a trick question... seems too easy? If you asked what setting Neverwinter was based IN, I'd say Forgotten Realms. But I want to say that Neverwinter is based UPON the Neverwinter campaign setting, using D&D 4E-inspired mechanics. Good luck to all
