As with almost every game I launch (after initial installation) I always go into Graphic Settings. I noticed the Graphic was set to "Window Maximized" so I switched it to Full screen but by doing so, it caused the game/graphics to be a bit fuzzy/stuttering.
While playing the game I did hear at least 1 other person say they have seen it too.
Thinking it was a refresh rate issue, I kinda figured I only had 2 options of refresh rates to choose from, 59HZ and 60HZ. However both were still making my graphic kinda jumpy, stuttering, fuzzy. So I just went back to Window Maximized. Took me a while to figure it out but I did (going back)

I have the same issue, I believe the game is running at 59hz no matter what u set it too, the only time my monitor goes fuzzy like this and doesnt show over the entire panel is when a game is NOT running at 60hz
Playing on my hdtv I have noticed it gets fuzzy if I change the tv graphic settings. On general it is fine but if I use the "gaming, cinema modes" it goes fuzzy.
Have you tried tweaking your monitor/tv settings to see if that is the issue.
On the 2nd Beta I got a Guild Invite, on the last day of the 2nd Beta with like 4hrs left I asked people about the issue and their answer was A FIX.
Change it to fullscreen but while the resolution is correct and you get fuzzy/bouncy/wavy picture...what I did was change the resolution to like 1280x1024; then I changed it back to my native resolution and voila
Also, double-check the "Half Resolution Mode", or somesuch. I'm not sure, but I think it can be activated by accident by the game, perhaps if you ask the game to detect settings, maybe? Anyway, if it's clicked, then the game uses half the resolution, and it looks terrible (but the UI is okay).

I am having this issue as well and can not find a half resolution mode? where is it located?
