Bug: Winter Festival -- Daily Star Stuff quest not available for more than two toons

in Bug Reports (PlayStation®4)
Since the start of the Winter Festival only the first two Toons to login on an account are receiving the Star Stuff quest from the Mayor. This has been reproduced every day on my account.
