Unable to unequip artifact from secondary slot.

On one of my alts, I've been trying to remove a Staff of Flowers artifact from a secondary slot, but every time I try to unequip it, replace it with another artifact, or discard it using the options menu I get the error message "You cannot unequip this item while it is on cooldown." Opened a support ticket.
It's behaving just the artifact in this post from the PC bug forums way back in 2017.
