Updating Two Mount Powers (Barlgura & Balloons)

Apologies if the mount names are misspelled.
These two mounts provide a debuff that are not in-line with other debuff mounts. The Barlgura gives an 11% debuff (as opposed to the standard 15%) and the Balloons provide a 7.5% debuff. Can these be looked at to be on par with the other 15% debuff/buff mount powers?
