Celestial ench on reclaim agent

I upgraded my ench to celestial and only able to reclaim on 1 character

I suspect:
Your Paladin did not exchange your Celestial cobalt (no R) to purchase the 2nd Celestial cobalt (R) unlock.
Your Paladin did not 'lose the (R)' as you said above. You missed steps after you upgraded it in your Paladin.
After you spend your Celestial Cobalt (no R) with your Paladin to purchase the 2nd unlock, it will disappear from your enchantment slot.
Then, you go to get your Mythic Cobalt (R) from claim agent.
Then, claim your Celestial Cobalt (R) from claim agent using the mythic cobalt (R) you just claim.
You need to do the above with your Paladin, not your wizard. Your Paladin is the one who is holding the Celestial Cobalt (no R).
After that, do that with your wizard and fighter.
If your Paladin cannot claim 'Celestial Cobalt (R)' from the claim agent, it will prove my suspicion is wrong.
By the way, if you move your mouse cursor to the Celestial enchantment icon (top left), what does the dialog box shows?

Get the mythic (R) from the claim agent again. Use that to "buy" Celestial (R).
Common issue is the character who made celestial (no R), trade in to get "Celestial (R) capability" but cannot claim Celestial (R) because that character does not have a mythic (R) in the inventory anymore (the original mythic (R) was upgraded to Celestial (no R)). That character needs to re-claim mythic (R) from the claim agent.
Longer version:
To get Celestial (no R), character K needs to use a mythic (R) and upgrade it to Celestial (no R).
To get Celestial (R) (re-claimable for other characters), Character K needs to use a Celestial (no R) to 'buy' "Celestial (R) capability".
At this moment, K does not have the Celestial or mythic anymore. K needs to re-claim mythic (R) from the claim agent. K needs to use that mythic (R) to 'buy' the Celestial (R) from the claim agent.
For other characters, they need to have a mythic (R) in possession. If they did not claim the mythic (R) before, they need to claim that and use that to buy Celestial (R) from the claim agent.
I had no issue whatsoever with reclaiming and upgrading to Mythic, all my enchantments were upgraded to celestial and only 1 is bugged.
Simply unable to reclaim.
If i go to the reclaim agent it says "you need 1, you have 1" but not letting me claim it.

To post screenshot, if you are using win10,
window-key + shift + s and then use the mouse to frame the screen you want to copy.
Come to this forum, when you edit the post, use CTRL-V to paste the image.
Is this what you see?
It tells you it needs a mythic (R) to claim Celestial (R).
Go to Mythic enchantment unlocks tab to see if you have any you can claim.
If you move your mouse to the top left enchantment icon, do you see this (saying you don't have enough Mythic (R))?
or, something like this (saying You have no more reclaims available for this enchantment)?
I was able to claim it on all of my characters as a mythic (R) since upgraded it at celestial it is no longer (R) and only bound to 1 character only.
As you can see from those 3 characters the Mythic cobalt is (R), was upgraded to celestial and is no longer (R)
Hope it can be an easy fix and resolved quickly.
The upgrade process was done correctly, it is a glitch from the game
Bit of a really complex way to reclaim enchantments.
And yes when i hover over the ench it did say in red "you have no more reclaim available for this enchantment, you need to purchase more account unlock"
