Boon Focused retaliation doesn't work with Bastion of Health

Hello,
I encountered a problem with one of master boons: Focused Retaliation.
The boon is supposed to have 20% chance of providing some defencive statistics after encounter use. This seems not to work with Bastion of Health. No matter how many times I use this encounter the master boon does not apply.
On the other hand skills, that does not cost divinity, seems to work just fine and activate this boon.
