The "% Chance" of a "+1 item" drops when equipping the [Forgehammer of Gond] as shown below. Spoiler Alert: The only difference between the 2 pics is the selected tool.
[Cobalt Alembic +1]

In a related story, the Req'd Focus for [Oil of Vitriol] is 874. I'm providing a "focus of 999", yet I only have a 60% chance even tho I'm exceeding the Req'd Focus (see pic below).
I will admit that I have no clue how the metrics or calcs work here, but this seems very questionable. Is this a systemic problem (being penalized for exceeding the item's Req'd Focus) that applies to all Workshop items?
I'm assuming the Req'd Focus is the threshold needed to craft a +1 item because my understanding is that Proficiency determines the success/failure of just crafting the item while Focus determines the quality of the item. So I suggest the following ...
- The pop-up for Proficiency makes sense to me ... the "Max Proficiency" to successfully craft the item in question is 1,000. However, it should be labeled as "Required" NOT "Max" because on lower level items, I can easily exceed the "Max Proficiency".
- Likewise, the "Recipe Details" should indicate the threshold req'd to achieve a +1 item & should also be labeled as "Required" while the "Max Quality Rating" has no meaning & isn't necessary. Again, on lower level items, I can easily exceed the "Max Quality Rating".
