Ranger Commanding Shot and Cordon of Arrows Issues

The Ranger Commanding Shot has two issues during gameplay: 1) It says it has strong grasping roots, which are supposed to entangle the target and any nearby enemies. It does not do this. It only entangles target. 2) The insignia bonus Tactician's Precision is supposed to reduce the cooldown of all encounter powers when a daily power is used, but Commanding Shot never reduces its cooldown.
The Cordon of Arrows encounter power also has an issue. If I use it on enemies that are in the target area when it is activated, it will entangle them. However, if I use it on an area that does not have an enemy in it, it will not entangle enemies that happen to walk into, as it says it should.
