Mystic Inspiration Discrepancy

in Bug Reports (Xbox One)
The Ultraviolet Elven Armlets and the new Enchanted Depthcured Armlets have the same equip bonus (Mystic Inspiration) as the Starhide Cuffs, however, both are missing the 25% maximum soul spark increase that the Starhide Cuffs have. Is this a mistake or intended?
