Unable to refine/salvage anything and cannot open lockboxes

I know, weird title.
First, nothing is protected and yes, I have an Enchanted Key or two lying around.
Like a series of unfortunate events I log in today. Main is parked at Vocath. I claim my VIP Key and open the Astro box and am awarded a Flapjack. I bind it on the main and log out/log in on another character to claim and bind it. Log out/log in the third character to do the same....
But connection issue sent me back to the login screen (Steam.) Logged back in and chose Normal Login when prompted with Safe/Normal Login box.
Character loaded in and I hit 'L' went to claims and retrieved Flapjack and bound him to that character. However, when I opened the inventory I noticed some gems had piled up a bit so I went to refine them. I was met with "Unable to salvage ________."
Its literally everything, Gems like peridots, opal, sapphires and anything else that earns refinement points when salvaged. Insignia's are affected too. Whether I click and drag it out of inventory or use the cog wheel from the inventory to refine all gems/equipment and insignia. That window says something like 'there was an error in salvaging these items. Perhaps you are exceeding or close to the refinement cap,' which is 50,000,000. Nope not anywhere close to that. So I roll the acct and claim Flapjack on everybody else thinking that 'this is Neverwinter, strange things can happen," and that maybe it would 'clear' if I did that. Nope.
So I started going through inventory on a few characters and saw that I had a key on my Ranger and found a lockbox, Doomspace, in her inventory. Double clicked it and nothing happened. Right-clicked the box and chose open. Again nothing. Switch to a character with no keys and double-clicked a box and it immediately brought up the window showing box contents and how to buy a key.
Logged out, shut game down. Loaded up again and went into Preview Server where everything worked. (patched a few days ago to play around in Hotenow) Thinking because that one character has been there for a hot minute I transferred another character over, logged back into Preview and everything is good there.
I put in a ticket w/ screen shots of the chat log showing 'unable to salvage____' in red and then added the lockbox bit.
So all of the times I've ever crashed and chose Normal Login w/o negative consequences have waited until today to finally give me negative consequences for not choosing safe login or winning an acct wide companion like flapjack while at Vocath's Base has caused this. Either those scenarios, or Jim Darkmagic has waved that wacky wand of his too close to my account.
EDIT: Today I discovered that I cannot pull attachments out of the mail, nor send any attachments. I can choose them, put them in one of the 5 boxes but when Send is hit....Nothing.
Cannot put anything account bound/unbound into Shared storage of the bank as I get "Inventory Full" message. Plenty of space. I can put account bound/unbound into personal bank storage though.
Guess time to wait on Ticket resolution.
