The bug "You cannot interact with this while in combat" is very old and it's usually happening while playing tanks (not always, it's like 5% chance to happen).

For example, today in Valindra's Tower I've had to wait the whole fight until I was able to enter:

    Were you marked by the healer?

    It's possible, but not sure.
    Marked or not, it doesn't change the fact about the bug.

    It makes me nuts when they say press f for whatever and then tell you that you can't intereact when in Combat, ESPECIALLY if you don't see anyone around whose fighting you. That along the lines when it keeps popping up with need target and I can't do anything unless I have one.

    That bug appeared to have been fixed for a little while, but for the past week or two it seems that when my Cleric marks the tank, it's back.
