A few of the best Races Fairy(Fey)/Half Fey , The Genasi Races: Fire Air Earth Water & the Yuan-Ti Pureblood Race... NWN 2 had really good ones w/ the Kaedrin Mod Manager Love to get these races; Extremely popular! The Prestige classes were awesome... Who didn't love the Red Dragon Disciple. I love the Heartwarder, the Warpriest and the Avenger. So many subclasses to choose from & you could have multiple classes like Wizard Cleric Fighter. We need a 3rd subclass for each class with Ranger/Tank , Wizard/Healer WarCleric/Tank etc.

(Re)Adding Paragon Paths to the existing character classes is a step backwards.
New classes/races doesn't happen often. Usually taking years between them being added.

The issue is within company itself, the process ( how they address and fix game issues and over all run game). The technology ( engine, visuals and optimization). Even if they would release like Neverwinter online 2.0.. Within year or two it would be a pile of mess due failure to address and fix game problems..
So clean fresh start or not, it would make no difference if tech and process remain same. The mod 16 was meant to be like major game overhaul and clean up from legacy feat/powers. It's kind of clean up game from most of issues.. How long this clean sheet lasted??? not much,, very quickly issues and game flaws stockpiled. (there is tendency to game problems to stockpile, when no one adress and fix them).
Also a reminder game discontinue old DirectX API.. Which improved game performance and allowed even slight visuals improvements, but that didn't last long.. And game once again have performance issues.
As example during Dragon_vale mod game run very well, and even during trials I had no issues or lag spikes.. The pc rescource and network usage were not high.
But now... mehh.... via /netgraph 1 when play solo I can see up to 8k recv pacages, but once get in trial revc pacages hits over 50k, which lead from minimal to severe lag spikes.
Rescources consumption also skyrocketed. There was even funny incident, my antivirus app's behaviour shield marked and quarantined Neverwinter due rescources usage. Counted it as malware.. :P
How that happened?? various proc/hit loops, unneded processes and interactions, which cause game lag spikes. The game runs mostly cuz with consoles, pc's and laptops brute force game to run.
So over all, as long staff remain with same tech and process, it would make no difference if they would release new game or not..
For company to actually release Neverwinter online 2.0 First of all they would had to catch up current markets technology level.
As reference,, this is how mobile game look like . note: I am not marketing this game, but just want everyone to understand current technology differences, between neverwinter online and what happening in industry.
That game you can play on smartphone and both visualy and performance and quantaty of players and even world sizes, it way ahead of neverwinter.. Even raid boss fights, also all about postion and powers/abilites use... Sounds familiar??? In neverwinter is about postioning and power rotation...
The game industry and over all IT industry were not standing still, they moved forward.. Unlike 2012 when it was convinient situation for cryptic to release Neverwinter online.. The competition is more fierce then before...

Because if it is a new game starting from scratch, it will be a new team and may even be a new studio using different technology. Since Cryptic is currently borrowed/taken programmers from a different company over here to 'learn' Neverwinter code, it may be easier (and much cleaner) for them to create a new game instead of changing the game to get what OP wants.

Sure it was talks about possibility to port game to Unreal engine.. But all boils down to $$$$.. How much it would cost and possible profits from game after it's get released..
And this is most crucial part.. Realization where game stands in global market, and how many players would be willing start play game from scratch..

Unlike situation when Neverwinter online was released, like what, in 2012?.. At that time market only started shift toward action combat rpg mmop games, while majority was staying with classic tab target combat. So over all in market was lesser competition.. It was Tera online, ESO, Guild Wars 2 and Neverwinter online...
Tera online = korean games, and due stigma some players tend avoid asian games... ( I will not go in details and reasons why). Then Guild wars 2.. while it 's developed by ArenaNet, the company owned by NCsoft ( korean company) again some players passed on it too.. Then ESO and Neverwinter online remain.
Then Neverwinter online selling points of that time.
Utilizing D&D lore for it's content. and more less could sell gam as D&D mmo rpg game.. The decent visuals of that time.( 2012~2016) . Casual players friendly gameplay + hard/epic dungeons for hardcore players. Adventure/story line friendly game. Art - Visual/sounds was decent of that time. Action combat - not the best of that time, but decent. Having Foundry. A set of tool which allowed players create own content.. Game was/is Free2play, so more players can casually play game without need hardcore commitment.
But now, try sell game with same thingin in curent days...
Adventure/story line mmo rpg game?? Yeah right... Baldu Gates 3 is more D&D game then neverwinter online ever was.. I don't even talk about other non D&D games, like Final Fantasy XIV or Honkai series or WOW. ACtion combat?? No longer new thing and to be fair, current Neverwitner combat is hard to call action combat.. Art ( visuals + sound) - .....(. I don't want even to talk about it.. ) Casual players friendly.??? IMO, to do what OP asked, the only way that makes sense is to create a new game. What he asked basically change the game totally. Since (again, IMO) it is not financial feasible, doing what OP wants won't happen.

But as always majoroty players focusing only on top two games, and ignore others.. So for moment each of you try play in your mind a small game.. How you would build game, and how you would try sell it..
Not so long ago, there was hype toward Path of exile. Cryptic studios jumped in this hype train, and released magic the gathering mmo.. That didn't end well. Cuz players always focus on top two games, and ignore others.. There are more games similar to that of WoW, Finall fantasy, Path of exile.
But they are less known, cuz market have only space for one of two games which have similar style/gameplay/content.
If any of you think that by releasing new game Neverwitner online everyone will rush to play it cuz it's based on D&D lore?? I would say stop daydreaming. Sell game cuz it's based on D&D stoppe being relevant since baldur gate 2 and now baldur gate 3 release.
And new game, would have to follow D&D lore, so essencially, realm, races, classes everything already described and established. So in the end we have just Neverwinter online with upgraded visuals and slighly modified mechanics..
Though I would like to see deca/cryptic attempt to create something new...

I don't think you ever try to read what I wrote. I said for what OP wants (IMO), it needs a new game. That is for that 'little' information he provided, it will need a new game.
